The NHS is judged by Lord Darzi to be two thirds of the way through the reform programme set out in the NHS Plan of 2000 and 2002. The plan set out to transform the health service in England over a ten year period, and Lord Darzi's assessment is to see the current set of reforms through to its conclusion.
The early drive for national IS systems has evolved to accomodate more 'systems of choice' for primary care and greater 'local ownership' for the IS implementation as part of a renewed engagement between CFH and clinicians.
Much has been achieved in patient care: waiting times are at a record low; clinical outcomes for major diseases have improved; and many hospitals have been modernised. But much still remains on the NHS improvement agenda including:
