Regional and local government is undergoing fundamental change in its
interaction with both central government departments and the citizen. A number of far reaching initiatives, such as the Implementing Electronic
Government Programme, Comprehensive Performance Assessment and Best Value
Performance, are presenting new challenges for regional and local government. The government is also committed to a decentralisation of power through the
