A review of the current state of a strategy will often reveal change requirements. These change requirements can be expressed unambiguously in terms of needs to overcome shortfalls in delivering goals.

Changes can be specified using a benefits-driven approach to business analysis:

• For each goal a vision of the future is defined - where this goal is achieved.
• The key outcomes created in this vision are identified.
• The stakeholders benefiting from these key outcomes, and the value each stakeholder receives from each outcome, are determined..
• As a result the change initiatives needed to deliver the stakeholder value can be specified

For each change initiative there will be a set of viable options to deliver the required outcome. Using AMTEC's benefits measurement techniques coupled with AMTEC's balanced scorecard approach, the optimum set of these options will be agreed. However, often many goals are at risk simultaneously and a prioritisation stage determines the best mix of initiatives for execution.
